Collection Center – Landfill Site Visit

April 17, 2007 – 4:30 p.m.

 

The Rutland Town Board (Beske, Sperle, Lunde, and Shapiro Hurley) met with Tom Kralich, WDNR, and Steve Small, Strand Associates, to complete a visual site inspection of the capped landfill and monitoring wells.  Also in attendance were Patrolman Wethal and Clerk George.

 

The sites of the three monitoring wells were viewed as was the general capped landfill area.

 

Suggestions and comments for possible future action were as follows:

 

Because the code says that private wells within 1000’ of “waste” should be checked, the Board authorized Steve Small to immediately conduct a test of the private well on the Earl and Jean Ditsch property which is on the border of the range and was not previously tested with the other five wells done.  The clerk was directed to send a letter to the Ditsch’s advising them of this and encouraging them to allow this testing to be done at the Town’s cost.  Small will contact them directly to set this up after they have received the letter.

 

Well #2 observations: This well is at the site of the previous farm buildings and is not properly set up as a monitoring well and is not providing any valuable information.  The existing well should have a different bailer installed (Teflon or a disposable bailer).  It also should have a locking cap installed.  The Board may want to install a new monitoring well to replace #2 and have a survey done to determine the depth to groundwater and the direction of the groundwater flow.  If the current problem continues to escalate, the Board may want to check to see if there are possibly old underground fuel tanks that were in the vicinity of the old buildings.

 

Well #3 observations:  There is an area north of this well where water can pond and therefore not run off the cap properly.  This could be addressed by filling in the low area either with just topsoil or by installing a clay layer and then topsoil.  As the landfill was capped in 1990, a lot of time has passed and the liner may not be holding up.  There was no bottom liner installed as this was not required years ago. A locking cap should be installed on this monitoring well.

 

General observations:  It appears that there is no fence on the west side of the landfill property and this may be a point of unauthorized access.  The board needs to consider fencing the capped landfill area to keep out unauthorized access.  The board should also consider digging test points to find the edge of the capped area.  This could be done at a later date.

 

Well #1 observations:  A pipe should be installed around the monitoring well and filled with sand to prevent surface water for draining along the sides of the monitoring well.

 

The immediate plan of action is for Steve Small to immediately proceed with the testing of the Ditsch well.  Small was also advised to provide a cost estimate for delineating the cap.  At the May Board meeting, the Board will consider semi-annual testing of the landfill site to get a better handle on whether the results of the groundwater testing show the same, more or less contaminants than the October and December testing results.  The Board will also determine if they wish to have Strand proceed with delineating the capped landfill after receiving an estimate from Strand.

 

Kralich was asked about the 90-day deadline that was mentioned in the February 20th letter regarding submittal of a report to DNR.  Kralich advised that it was a soft deadline and that this meeting and the private well testings probably satisfy that deadline.
