BUDGET PUBLIC HEARING

SPECIAL TOWN MEETING

SPECIAL BOARD MEETING

 

November 20, 2007 - 6:00 p.m.

 

Chairman Dale Beske called the meeting to order.  Present:  Chairman Beske, Supervisors Sarah Shapiro Hurley and James Lunde, Clerk Dawn George; also in attendance were 16 residents; the sign in sheet is on file.  Board Supervisor Milt Sperle was absent.

 

1.      PUBLIC HEARING FOR REVIEW OF PROPOSED 2008 BUDGET.  The proposed budget and levy for 2008 were reviewed by those present.  A copy of notes regarding the increased expenses was also reviewed.   This included the new fire station in Stoughton.  It was noted that the town representatives were able to get a cap placed on the portion of the costs to be paid by the towns.  Jerome Booth reported that he felt that there were additional road expenses incurred a number of years ago when Starr School Rd. was reconstructed due to bad grading of the base.  This will be mentioned to Road Commissioner Myron Bacon and the patrolmen. 

 

The public hearing was closed.

 

2.      CALL TO ORDER OF SPECIAL TOWN MEETING.  Chairman Beske called the special town meeting to order.

 

3.      CONSIDERATION OF AND POSSIBLE ADOPTION OF RESOLUTION 07-11-02 ENDORSING THE TOWN BOARD RESOLUTION TO EXCEED THE LEVY LIMIT.   Keith Onsrud moved, Jim Schaller seconded, to adopt Resolution 07-11-02; motion carried unanimously 20-0.

 

4.      ADOPTION OF RESOLUTION 07-11-03 FOR 2007 LEVY TO BE PAID IN 2008 PURSUANT TO 60.10(1)(a) WIS. STATS.  Caroline Werner moved, Keith Onsrud seconded, to adopt Resolution 07-11-03 setting the levy at $450,711; motion carried unanimously 20-0.

 

5.      APPROVAL OF 2008 HIGHWAY EXPENDITURES IN EXCESS OF $230,150 (46.03 miles of road times $5000) PURSUANT TO 81.01(3), WIS. STATS.  James Lunde moved, Nancy Nedvick seconded, to approve 2008 highway expenditures in of $230,150 ; motion carried unanimously 20-0.

 

6.  ADJOURNMENT OF TOWN MEETING.  Keith Onsrud moved, Caroline Werner seconded, to adjourn the town meeting; motion carried.

 

7.  TOWN BOARD MEETING TO ADOPT BUDGET.  Chairman Beske called the Board meeting to order.  Sarah Shapiro Hurley moved, James Lunde seconded to adopt the 2008 budget as proposed; motion carried.

 

8.   ADJOURNMENT OF TOWN MEETING.  Shapiro Hurley moved, Lunde seconded, to adjourn the board meeting.

RESOLUTION No. 07-11-02

 

Resolution for Town of Rutland Electors to Exceed the Levy Limits

at Special Town Meeting of the Electors

            Whereas, the State of Wisconsin has imposed levy limits under Sec. 66.0602 of the Wis. Statutes for the tax levies in 2007 and 2008;

            Whereas, sec. 66.0602 (5) of Wis. Statutes allows the town electors in towns under 2,000 in population to exceed the maximum allowable levy limit by adoption of a resolution at a town meeting of

            the electors;

            Whereas, the town board has adopted a resolution supporting an increase in the town tax levy which would exceed the maximum allowable state levy limit for the Town of Rutland;

            Whereas, this Special Town Meeting of the electors has been called and noticed to consider the adoption of a resolution to endorse the town board’s resolution to exceed the state levy limits;     specifically by increasing the town tax levy for 2007 (collected in 2008) by 12.5%  increase over the last year’s levy;

Now, therefore, the special town meeting of the Town of Rutland, Dane County, Wisconsin, by a majority vote of the eligible electors voting on this 20th day of November, 2007 duly assembled and voting resolves and orders as follows:

            Be It Resolved, the town electors of the Town of Rutland, Dane County, Wisconsin endorse the town board resolution to increase the town tax levy for 2007 (collected in 2008) by 12.5 per cent over the past year’s levy, which is an increase of $50,221 over the 2006 town tax levy for a total town tax levy of $450,711 for 2007.

            The town clerk shall properly post or publish this resolution as required by law under Sec. 60.80 of Wis. Statutes within 30 days of the below noted adoption date.

Adopted this 20^th  day of November, 2007 at a Special Town Meeting.

RESOLUTION No. 07-11-03

 

Resolution for Town of Rutland Electors to Adopt the Town Tax Levy

at Special Town Meeting of the Town of Rutland Electors

            Whereas, Sec. 60.10 (1)(a) of Wis. Statutes authorizes the town electors of a town to adopt the town tax levy at a town meeting of the electors;

            Whereas, a special town meeting of the electors has been called for this 20^th  day of November, 2007;

           Whereas, the electors after proper notice have at a special town meeting authorized the Town of Rutland to exceed the maximum allowable state levy limit;

Now, therefore, the special town meeting of the Town of Rutland, Dane County, Wisconsin, by a majority vote of the eligible electors voting on this 20th day of November, 2007 duly assembled and voting resolves and orders as follows:

            BE IT RESOLVED, the town electors of the Town of Rutland, Dane County, Wisconsin hereby adopt the town tax levy for 2007 to be collected in 2008 at $450,711.

The town clerk shall properly post or publish this resolution as required by law under Sec. 60.80 of Wis. Statutes within 30 days of the below noted adoption date.
